Job Description
The State Legislative Affairs Manager, Eastern US will play a direct role in advancing the RNG Coalition’s mission and SMART through state-level policy advocacy and education across the United States with a primary focus in the Northeast, Mid-Atlantic/Southeast and Deep South regions:
Northeast: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont
Mid-Atlantic/Southeast: Delaware, Florida, Georgia, Maryland, North Carolina, South Carolina, Virginia, West Virginia
Deep South: Alabama, Arkansas, Kentucky, Louisiana, Mississippi, Tennessee
Success will be achieved through tracking, analysis, advocacy and related engagement with state legislation, lawmakers and governors; direct participation in relevant and prioritized legislative proceedings, legislative briefings, and committee hearings; comprehensive drafting and timely submission of legislative comments and or written positions to the appropriate legislative or administrative offices or committees; and collaborating cross-functionally to achieve company objectives.
Government affairs, lobbying, advocacy, public speaking, coalition, relationship building, and written/organizational skills are critical for this position.
Responsibilities
Legislative Tracking, Analysis, & Advocacy/Lobbying (~75%)
- Track all relevant state legislative proceedings, and proactively schedule and initiate related advocacy meetings, testimony, and/or written comments and position letters.
- Analyze potential impact of proposed legislation on RNG or relevant renewable gas business and markets.
- Coordinate with member companies and lead all policy advocacy efforts.
- Provide public comments and submit written comments for the record on behalf of the RNG Coalition over the course of relevant proceedings.
- Provide real-time updates for members, including Advocacy Leadership Advisory Board members, on priority or time-sensitive policy developments and produce regular executive summaries and activity reports.
- Recruit, train, and supervise Associates and or interns/externs as may be assigned.
Eastern States – Policy Analysis, & Advocacy/Lobbying (~10%)
- Provide back-up support as bandwidth necessitates, including to cover for colleagues during PTO, for legislative and regulatory proceedings, and proactively schedule and initiate related advocacy meetings, testimony, and/or written comments and position letters as assigned
- Analyze potential impact of proposed legislation on RNG or relevant renewable gas business and markets.
- Coordinate with member companies and lead all policy advocacy efforts.
- Provide public comments and submit written comments for the record on behalf of the RNG Coalition over the course of relevant proceedings.
- Provide real-time updates for members, including Advocacy Leadership Advisory Board members, on priority or time-sensitive policy developments and produce regular executive summaries and activity reports.
Public Education, Communications & Events: (~10%)
- Draft, edit, and assist with timely and regular member communication to keep RNG Coalition members informed regarding advancement of mission, SMART and RNG business interests.
- Coordinate with the Coalition team on fact sheets, infographics, presentation decks, case studies, and social media posts.
- Participate in helping plan, host, and facilitate RNG conferences, meetings, and events as assigned.
Member Recruitment: (~5%)
- Always seek opportunities to introduce, educate, market, facilitate interest in and otherwise encourage prospective member companies/organizations to support RNG Coalition’s mission and SMART initiative by joining the RNG Coalition as official, dues-paying members.
- Prepare and present member recruitment activity reports.
Job Qualifications
Minimum Requirements:
- Baccalaureate degree, preferably in a field that promotes a better understanding of some component of the RNG industry (Public Policy, International Relations, etc.).
- 5 years minimum of professional experience in legislative affairs, public policy advocacy, lobbying, and coalition building or equivalent experience renewable energy.
- Demonstrated skill and comfort in proactively building bi-partisan political relationships, in speaking and writing to diverse audiences and stakeholders, including elected officials, reporters and editors, community leaders, coalition members, partners, and the general public.
- Excellent legislative analysis abilities.
- Willingness to work a flexible schedule, sometimes requiring extended hours (work beyond normal work day or more than 40 hours per week) as necessary, and effectiveness in doing so.
- Willingness to travel across the United States as necessary.
- Proficiency with Mac Operating System and software (Pages, Numbers, Keynote) and Microsoft Office suite (Outlook, Word, Excel, PowerPoint).

- Working knowledge and understanding of legislative process and policies, including legislative frameworks for regulatory programs that support methane-and CO2 capture and utilization, increased biofuel and renewable energy production, decarbonization, and related advocacy efforts relevant to the RNG industry.
- Experience serving as a spokesperson for campaigns, non-profit initiatives, or other membership-based organizations.
- Bi-lingual; fluent in English and Spanish.
